This is especially crucial now since a lot of citizen rights can be exercises over the internet, and sometimes that’s the only way to actually exercise them (Italy has several internet-only public services). So we shouldn’t be talking to a community of tech experts, we should promote easier ways to leave the monopoly and proselytize the layman about them.
