What is OPAL, and does it allow one OS to run without device-specific porting?

My dream phone:
- UEFI (can boot any OS without 2 months of porting and a risk of bricking)
- Repairable, but also upgradeable (thanks to UEFI)
- Keyboard
How would you implement it? On a glass that the user controls (root), it would be impossible. Of course, I do not like bathroom recordings, but there’s no sane way to block them.
